    • 7:06: Continued Public Hearing for NOI 112 Teawaddle hill Rd (200-0198)

      General Discussion...
      Robison reviews the status of the project. He and Neiger have visited the project site. The Commission needs to decide the required mitigation for the river front area impact for the proposed solar installation.
      There have been flooding issues on the property though not right where the solar panel will be installed.
      Neiger and the landowner discussed mitigation during the site visit.
      Neiger suggests to the Commission that an area along the stream on the property that is currently being mowed be allowed to revert to native vegetation.
      Dowling screen shares a map that outlines the area under discussion and then screen shares the MassGIS aerial imagery of the property.
      After discussion, the Commission decided to require native plantings within the no-mow area and delineation with boulders of the no-mow area.

      MOTION, moved by Isaiah Robison, seconded by David Powicki: to issue an Order of Conditions for 112 Shutesbury Rd (DEP # 200-198) with the following conditions:
      1) Project mitigation: The area outlined in yellow on the "Sincuck NOI Mitigation Image" document shows an area that in future will not be mowed except for a trail to the beach no wider than 60 inches across.
      2) Three boulders, at least 2 x 2 ft in size and evenly spaced, will mark the northern line of the no-mow area.
      3) Five native trees and three native shrubs suited to the no-mow area habitat will be planted in the no-mow area.
      4) Monitoring visits to review the establishment of the trees and shrubs will take place annually in June for five years starting after the project is completed.
      The hearing was closed with a motion by Robison, seconded by Deely

    • 7:51: Continued Public Hearing for NOI 412 Long Plain Rd (200-200) -new driveway

      General Discussion...
      Ward Smith (412 Long Plain Rd representative) outlined the project, a new single family home with septic system and driveway over intermittent stream. The project was continued as the Commission was waiting for approve and the conditions from Natural Heritage as the area includes protection for a state listed reptile. Smith reviewed the conditions from Natural Heritage and the wetlands on the property.
      Smith suggests doubling the erosion control along the steepest slopes.
      The Commission discussed erosion control conditions.

      MOTION, moved by Isaiah Robison, seconded by Joan Deely: to issue an Order of Conditions for 412 Long Plain Rd driveway and single family home project (DEP #200-200) with the following conditions:
      1) Project will adhere to the Natural Heritage Endangered Species Program guidelines document # NHESP 21-40280.
      2) Both silt fencing and haybales will be used where erosion control barriers are marked on plan “2021-016 LONG PLAIN ROAD DRIVEWAY LIMIT” and along the edge of the isolated wetland.
      3) The Commission will be contacted before October 15, 2021 to conduct a pre-construction site visit after the erosion control barriers are put in place.
      4) Erosion control matting will be used as well as seed to prevent erosion after construction is completed.
      5) The Commission will be contacted within three months of the completion of the project to conduct a post-construction site visit and ensure the bank is permanently stabilized with vegetation cover.
